S.Africa cuts all Iran crude imports in June

JOHANNESBURG (Reuters) - South Africa imported no crude oil from Iran in June, customs data showed on Tuesday, a sign Pretoria may be cutting all Iranian shipments to avoid U.S. and European sanctions.

In May, imports from Iran stood at 285,524 tonnes.

Africa's biggest economy used to import a quarter of its crude from Iran but has come under Western pressure to cut the shipments as part of sanctions designed to halt Tehran's suspected pursuit of nuclear weapons.

June imports of crude from Saudi Arabia more than doubled to 1.17 million tonnes from the previous month, with other supplies coming from Nigeria, Ecuador and Angola. Total imports stood at 1.95 million tonnes.

Even though the United States granted South Africa an exemption from financial sanctions after cuts in Iranian imports in recent months, Pretoria was still facing problems because of sanctions from the European Union, which does not provide any waivers.

Energy Minister Dipuo Peters said earlier this month that South Africa was also talking to Tehran about the prospect for Iran to insure its crude oil cargoes, which can no longer be underwritten by European insurance firms due to sanctions.

It is to be seen whether South Africa will continue to keep imports from Iran at zero. The country already cut all shipments from that country in January this year but resumed them again the following month.

The United States will also be watching to see if South Africa continues to keep imports from Iran at bay.

When comparing monthly averages over a six-month period, South Africa imported around 249,115 tonnes of crude from Iran per month in the January to June period, compared with 403,171 tonnes in the preceding six months.

Some South African refineries are designed to treat Iranian-type crude only, and analysts say they will be hard-pressed to replace those supplies with other products.

Any disruption to crude imports could hit fuel supplies in South Africa, which has suffered shortages in the last year because of strikes and refinery problems.

Refiners in South Africa include Shell, BP, Total, Chevron, petrochemicals group Sasol, and Engen, which is majority-owned by Malaysian state oil group Petronas .

Physicist bends light waves on surfboards

ScienceDaily (July 31, 2012) ? A University of Exeter scientist is bringing together his passions for Physics and surfing with research that could inspire a host of new technologies. Dr Matt Lockyear is using foam from inside surfboards to make materials that can manipulate light.

Scientists across the globe are trying to develop materials that can refract light to create 'invisibility cloaks', which are of particular interest to the aerospace industry. 'Invisibility cloaking' means building properties into a material that allow the device to guide light waves around an object, making it invisible.

Dr Matt Lockyear grew up in Exeter and completed his undergraduate Physics degree at the University of Exeter as a mature student. He returned for his PhD after working as an engineering manager at BNFL Sellafield, and now works as a Research Fellow in the Electromagnetic and Acoustic Materials Group in Physics. His research focuses on metamaterials: materials that consist of specifically engineered 'pseudo-atoms' to provide bulk material or interface properties that are not found in nature.

For his work, Dr Lockyear needed to find a material that is uniformly dense, and in response to electromagnetic radiation, behaves in a similar way to air. He discovered that the foam inside his surfboards was ideal for his experiments. Luckily, his friend Tris Cokes owns the Redruth-based surfboard blank manufacturing company Homeblown. Tris was able to provide him with samples of the material, and then lent him the factory to test the loading of the foams with high refractive index powders.

Dr Lockyear has recently built what he describes as a 'surface wave black hole' using the surfboard foam. He has created a circle of material that has a radially graded index (the higher the index, the slower the light travels through the medium), and placed it on the surface of a metamaterial. The radiation propagating across the metamaterial is then refracted, spiraling inwards to an absorbing core. Dr Lockyear is now working on the surface wave invisibility cloak as a stepping stone to his current research project's ultimate goal, a free space 3D invisibility cloak.

Dr Matt Lockyear said: "I never thought I'd be able to combine my passion for physics with my love of surfing -- usually one competes with the other. But the foam inside the boards I've been riding for all these years has proved absolutely perfect for my research. I was having a discussion with a colleague regarding suitable materials for the project whilst looking at one of Tris's foam blanks propped up against the office wall, which I had been meaning to turn into a 6ft 10 single fin pintail. I am also very lucky to have an office opposite the theory guys who, quite literally, wrote the book on transformation optics."

The Electromagnetic and Acoustic Materials group undertakes pioneering studies with metamaterials and is developing new designs for radio frequency identification, anti-counterfeiting, and sound proofing technologies. The group's research is primarily built around the development and subsequent study of metallic surfaces with exceptional properties and a range of applications.

Dr Lockyear's interests including stealth materials, light-weight flexible ultra-thin radar absorbers, cloaking, beam steering, smart antennas, electronic tagging and frequency selective wallpaper, and of course surfing.

A commercial real estate industry member recently announced that the market has many reasons to be positive, which could make commercial property managers feel more optimistic about the situation.

Barry Sternlicht, chairman and CEO of Starwood Capital Group explained during a CNBC interview that the market has started a significant comeback due to an influx of investors looking for properties with notable upside. The multifamily industry has been the most successful in the country, due in part to the continued preference from consumers to avoid home buying and look at apartment options.

"Commercial real estate is a yield vehicle," Sternlicht said. "People are looking for an alternative to buying high-yield bonds and Treasuries."

Beyond this, many commercial real estate investors have been interested in continued investment in the residential industry as well, he explained. This is due to the low-risk factor of purchasing groups of these properties due to low rates.

Sternlicht added that the federal government's economic policies leave much to be desired, and these could affect the commercial market throughout recovery.

House, Senate leaders move to avoid shutdown

(AP) ? The rival party leaders on Capitol Hill are moving to avert any chance of a government shutdown this fall in advance of the presidential election, congressional aides said Monday.

Republican House Speaker John Boehner of Ohio and Democratic Senate Majority Leader Harry Reid of Nevada instead are likely to soon unveil a stopgap spending agreement that would keep the government on autopilot at basically current funding levels after the 2012 budget year closes on Sept. 30.

It's a tactical retreat for Republicans, who had sought to cut $19 billion below the budget agreement reached last summer with President Barack Obama and shift $8 billion more from domestic agencies to the Pentagon. Democrats had insisted on running the day-to-day operations of government agencies at the $1.047 figure in last summer's budget and debt accord.

To Republicans, the alternative of risking a government shutdown ? just weeks before Election Day ? was a nonstarter.

Reid had tipped his hand last week, saying his preference was for a longer-term stopgap measure that would take the issue off the table in a post-election lame duck session that's already facing lots of must-do legislation on taxes and averting tough, automatic spending cuts to the Pentagon, domestic programs and Medicare payments to doctors.

An agreement could be announced as early as Tuesday, aides say. They required anonymity because they were not authorized to speak on the record about the developments.

Despite costing more than many Republicans conservatives would like, many of them support the idea because it would avoid the chance that the lame-duck session would produce a foot-tall omnibus spending bill that would upset their tea party supporters. They're also looking for a better deal if, as they hope, likely GOP nominee Mitt Romney wins the White House and Republicans take back the Senate.

Men and women have the hardest time with this issue, as they?re usually too focused on sex appeal and personality ?sparks,? and focusing too little on the factors that actually matter the most. Simply put, the most important characteristics are kindness, reliability, and emotional stability. If you?re lucky enough to be spend much of your life with someone who has those qualities, you are going to have years of happiness and peace ahead of you.

What is the primary purpose of a romantic relationship?

It took many years of studying psychology and working with clients to get to the bottom of this one. When we?re young, we believe that the purpose of a romantic relationship is to provide you with an ultimate family: first a partner, then kids. But the purpose of a romantic relationship isn?t about procreation, necessarily. Actually, the purpose of a romantic union is to provide support and bring out the best in each other, so that each individual has the nourishment and strength to go out in the world and reach the life goals that each individual has. Meanwhile, in bad relationships, the relationships actually drain both partners and hold them back from what they could otherwise be doing to advance themselves and to keep evolving as individuals.

What is the main difference between a good relationship and a bad relationship?

Good relationships nourish, and bad relationships distract and harm. Good relationships, at root, allow each partner to feel accepted, while bad relationships often involve?trying to change your partner.?In bad relationships, men and women spend much of their time feeling frustrated, sad, angry, or resentful.

If I could jump through the computer screen for emphasis, I would do it to underscore the importance of this issue. Oh, this one drives me nuts! I spend a lot of time working with clients who believe that they need to feel that excited ?spark? when they first meet someone, or?otherwise they know in their bones that they?d never want to be in a relationship with the new person. Quite honestly, here?s my response: No, no, no. In fact, if you?re someone who has a history of feeling unhappy or unfulfilled in your relationships, you need to walk away when you meet someone witi whom?you feel a serious spark. In such cases, the spark signifies that there is a part of you that is afraid that you couldn?t ?get? him or her to be with you, which triggers excitement and the attempts to try to prove to yourself that you?re good enough to get him or her to be with you. Instead of searching for sparks, be on the lookout for someone who has the same characteristics you look for in friends. In other words, you should feel the same intensity of spark with a new friend that you feel with a new romantic interest!

Ultimately, asking yourself these five questions can make an enormous difference in your future relationships. I go into greater detail on these issues in my book, Overcome Relationship Repetition Syndrome, but these questions provide a great starting point. Relationships aren?t easy, but they?re easier if you make sure that the person you get involved with is someone who?s truly compatible with you from the very beginning.

Finally. After watching two of my favorite comic book movies of all time, I've been eagerly anticipating the conclusion to one of the greatest trilogies of all time. Ahh yes, after the shockingly realistic portrayal of the creation of Batman in "Begins", to the utterly impeccable performance by Heath in "The Dark Knight", "The Dark Knight Rises" couldn't have much higher expectations. Even in New York City, IMAX theaters had tickets sold out months before its final release. But after the arguably disappointing "Inception", my fears brought into question, would "The Dark Knight Rises" turn out like "Godfather Part III"? I could proudly say it doesn't, but not without its fair share of problems all due to Nolan's continuous advancement towards blockbuster-ized movie making.To compare "The Dark Knight Rises" to its predecessor, "The Dark Knight" is extremely difficult. "The Dark Knight was a crime-drama epic, focused on delivering gritty realism and psychological tension at its finest; "The Dark Knight Rises" is fixated to be an emotional, character-building war-epic, built on desecrating everything we've come to know, physically. As a whole, "Rises" is a very different film compared to its predecessor. "Rises", much like its previous installments, has an interesting narrative, but simply fails to completely immerse viewers into the emotional turmoil and pain many of the characters are experiencing. It's blatantly obvious that its intention was to strive for dramatic storytelling, but unfortunately, much like "Saving Private Ryan", the characters' emotional pain is not the most riveting story arc -- it's the havoc that's being done on a wide scale. Yes, there are some heart wrenching moments like one specific dialogue scene between Michael Caine's character, Alfred, and Bruce Wayne, and the failure Batman faces, but as a whole, the tale of Bruce Wayne doesn't stir enough emotion to make it truly a memorable emotional epic. "Rises"'s problems don't end there. As Christopher Nolan fully embraces Hollywood big-budget blockbusters, he also begins to compromise and accept conventional filmmaking and aggravating techniques. Hey, Hans Zimmer's a boss composer; his score's gripping, but it's blaring throughout the entire movie -- in the explosive action, emotional dialogue scenes, flashbacks, you name it. This same frustrating problem's found in "Inception", my least favorite Nolan film. And when the music is playing throughout the entirety of the movie, the score no longer intricately has a revealing impact on critical scenes; the power of music becomes limited. Editing is a strange art to describe, but it's easy to pinpoint and see that throughout the entire film, the editing meanders all over the place, making dynamic scenes less powerful than they should be; it gives off a, somewhat, airy vibe. It's not a new problem at all; this persistent problem was found in post-"The Prestige" films, but wasn't as dominant in "The Dark Knight". But the most hindering aspect of "Rises" lies in the last 30 minutes. Instead of playing off of its, somewhat, distinctive story arcs, "Rises" begins to fall back on conventional storytelling near the end, even retreating back to cheap plot devices like misleading twists and turns. C'mon, I thought you were better than that Nolan. Nevertheless, it was a good ending, but not as memorable as "The Dark Knight"'s finale, or even "Batman Begins"'s. Still, it's commendable to notice that the pacing doesn't pause once throughout its lengthy 2 hours and 45 minute running time; that in itself shows the incredibly deft craftsmanship Nolan has under his hands.Seems like I'm bashing away, but there's a lot of good here to be found. Christian Bale gives his best performance as Bruce Wayne and it shows. His emotions are raw and real, exuding through even the obscuring mask of Batman. The same goes with Tom Hardy's performance as Bane, though not as eccentric as the late Heath Ledger -- hell, the entire cast is a win, but what certainly stole the show for me was Anne Hathaway as Selina Kyle. Expectations were low and with a character that is simply characterized as a deceptive heroine or villain, it didn't seem too interesting in the first place. Boy, did she prove me wrong. Every scene she was in, she stole the show, dragging me around and seductively wooing me into her lies. Though the writing wasn't as sharp and didactic as previous iterations of the Batman franchise, "Rises" still manages to deliver mature and engaging dialogue. Cinematography is all-around gorgeous, consistently drawing similarities to Kubrick's style of camerawork. Regardless, a problematic issue I've consistently found throughout all of Nolan's films since "Batman Begins" was how Nolan seemingly uses incorrect types of explosives/effects for on-screen actions. For instance, remember the memorable truck scene in "The Dark Knight" involving the Joker, donning the RPG at hand and firing at cop cars? Didn't look like an RPG explosion to me -- more like a charge planted on the side of a cop car, unfit to match the ferocious power of a rocket. Same goes here in "Rises"; sub-machines are shot along computer screens, cannons are shot at Tumblers, and explosives are set off with a lack of a pow, withdrawing me back from the experience and giving me a rude awakening that this is a movie, not a thematic, immersive experience. I commend Nolan for going old school and using real explosives and practical techniques instead of using CGI, but make it cohesive at least. "Rises" has its problems. It does seem like a rant on my part, but it's only because of my high expectations and praise for one of the most compelling universes put to film. "Rises" is not a bad movie at all -- in fact, it's awesome. The action's in your face and compelling; the narrative sucks you in and never lets go through its entire runtime, and the performances are absolutely stellar. Regardless, because Nolan has decided to lean towards Hollywood's style of filmmaking, "Rises" ends up regurgitating a lot of conventional and broodingly annoying techniques that mainstream Hollywood movies has adapted into their films. Nolan, you did a great job with a fantastic narrative, but please, turn back; go back to your roots! As for the movie, what a stylish finale to one of the greatest movie trilogies of all time. I'm gonna miss you Batman. You delivered the best and most fitting comic book movie I've always dreamed of seeing and experiencing.

In the end a high end point and shoot digital camera can be equally exciting as a DSLR provided one knows how to play around with the settings and understand what all can be achieved in post processing. Once you master than, you virtually do away with the differences between digital cameras and DSLR cameras.

Chinese shooter Yi wins Olympics' first gold

China's world number one Yi Siling won the first gold of the London Olympics in the women's 10m air rifle competition at London's Royal Artillery Barracks on Saturday.

In a tense contest watched by International Olympic Committee president Jacques Rogge, Poland's Sylwia Bogacka took silver after a fierce battle for the top spot while Yu Dan of China clinched bronze.

Yi, 23, who won the title at the 2010 world championships in Munich, had a total winning score of 502.9, 0.7 points ahead of Bogacka, on 502.2. Yu finished with 501.5.

Defending Olympic champion Katerina Emmons of the Czech Republic finished fourth.

Yi, who was well off her own world record of 505.6, said it felt good to be the first gold medal winner of the 2012 Games.

"It's very exciting. Very happy. I'm very grateful to China. And to my mother and father who I love very much," she said.

"I am pleased, not nervous like I was in the competition. I have been up since five this morning. There was a lot of pressure on me," she added.

And Yi said being Olympic champion would change her life.

"I think I myself have changed. I feel like I've grown up and then I think this is going to bring some changes to my life as well."

Bogacka earlier finished top of qualifying with Yi in second place and the two were locked together in an agonisingly tight duel in the final which started with both scoring 10.8 out of possible 10.9 in the first shot.

But Yi held her nerve under intense pressure, taking advantage of some slips from the Pole, grabbing the title with 10.3 and 10.5 in her last two shots.

Bogacka slipped to third after the ninth shot but her final effort (10.8) lifted her into the silver medal position.

"Amazing, really, really amazing. The people were amazing. I'm very happy," said the Pole, 30. "I have been shooting for 18 years. This is everything to me."

When asked where she felt she lost the gold medal, she said: "I shot one 9.7, I think that was the reason I fell down."

The top eight competitors from the qualification round reached the final, shooting a further 10 shots, each fired individually under timed conditions.

The score in the final is added to the score achieved in the qualification round to determine the winner.

On home soil in 2008, the powerful Chinese took five of the 15 golds on offer, making them the top performers ahead of the United States.

BOISE, Idaho (AP) - A billboard in southwestern Idaho is drawing comparisons between President Barack Obama's foreign policy and the Colorado shooting suspect's alleged crimes.

The electronic billboard in Caldwell displays a picture of Obama and James Holmes side by side.

Above the picture of Holmes, the man accused of killing 12 people in a Colorado movie theater, the billboard says: "Kills 12 in movie theater with assault rifle" and then underneath: "Everyone freaks out."

Above the Obama photo, the billboard says: "Kills thousands with his foreign policy" and then below: "Wins Nobel Peace Prize."

Maurice Clements helps run the billboard as an executor for the estate of libertarian Ralph Smeed, who used it to skewer government and politicians before his death in 2010.

Clements told the Idaho Statesman (http://bit.ly/MPwcRn ) the latest message isn't trying to connect Obama and Holmes, but compare society's reactions.

One commuter says the message was offensive.

Obama to give Israel $70M in military funding

WASHINGTON (AP) ? President Barack Obama said Friday he is releasing an additional $70 million in military aid for Israel, a previously announced move that appeared timed to upstage Republican rival Mitt Romney's trip to Israel this weekend.

The stepped-up U.S. aid, first announced in May, will go to help Israel expand production of a short-range rocket defense system. The system, known as Iron Dome, has proved successful at stopping rocket attacks fired at Israeli civilians from close range, including from Gaza. The official spoke on the condition of anonymity because he was not authorized to speak publicly ahead of the president.

Obama announced the new military assistance as he signed a bill in the Oval Office expanding military and civilian cooperation with Israel.

Obama said the bill underscores the United States' "unshakable commitment to Israel."

The White House focus on Israel this week comes as Romney prepares to visit Jerusalem. The presumptive GOP nominee is a critic of Obama's policy toward Israel and has promised to ramp up U.S. aid to the Jewish state, although Obama officials say the administration already provides record levels of funding.

A Romney spokeswoman said the former Massachusetts governor was happy to see steps being taken to enhance security cooperation with Israel.

"Unfortunately this bill does nothing to address yesterday's evasiveness from the White House on whether President Obama recognizes Jerusalem as the capital of Israel, which raised doubt about the president's commitment to our closest ally in the region," said Romney spokeswoman Amanda Henneberg.

Romney is in London on the first leg of an overseas trip designed to burnish his foreign policy credentials.

The White House subtly injected itself into Romney's trip on Thursday after Romney caused a stir by calling London's problems with Olympics preparation "disconcerting."

White House spokesman Jay Carney said Obama "has the utmost confidence" in Britain's ability to host the games.

Obama planned to continue competing with Romney for attention during the opening ceremonies of the Olympic Games, which Romney was scheduled to attend while in London. Romney led the organizing committee for the 2002 Olympics in Salt Lake City.

The Obama campaign was airing an ad for American audiences during the opening ceremonies featuring Obama promoting his middle-class political pitch.

"I believe that the way you grow the economy is from the middle out," Obama says in the ad, echoing a standard campaign refrain. "I believe in fighting for the middle class because if they are prospering, all of us will prosper."

With the ad, Obama guarantees himself a presence during opening ceremonies despite the free media Romney might get by being there in person.

Human resources departments aren?t providing their companies enough support for employees, talent recruitment, learning and development, and succession planning ? according to a study by a global strategic-consulting firm.

The study by The Hackett Group is entitled, ??Cracks in the Foundation: Closing the Critical Skills Gap Undermining Business Capabilities.? Its 2012 study concludes that finance, information technology, procurement and HR are all suffering from a shortfall in skills and talent.

The research included six functions:

  1. Workforce planning and succession
  2. Collaboration/knowledge sharing
  3. Retention
  4. Managing performance
  5. Learning and development
  6. Recruiting and staffing

Management complained, on average, that HR is only providing ?talent-management support? less than 35 percent of the time.

Another complaint: HR departments only deliver a comprehensive level of needed service less than 35 percent of the time.

The Hackett Group?s research echoes other 2012 studies:

?At most companies, business services functions were badly weakened by across-the-board cuts during the recent recession,? said The Hackett Group Global HR Practice Leader Harry Osle. ?Underinvestment in talent has created deficits in important skills such as business acumen, strategic thinking and analysis, change management, and process improvement capabilities.?

He also said management and HR aren?t collaborating.

?This is a dangerous situation with the potential to cripple companies that don?t address it quickly,? he added. ?While these business services functions are often considered cost-centers, they provide key services that enable companies to manage and optimize assets ranging from cash, capital and talent to technology and product/service inputs.?

There?s additional management dissatisfaction most of the time with HR:

  • Talent management service ? ?nearly 70 percent of the time
  • Collaboration and knowledge sharing ? dissatisfied or very dissatisfied ? 79 percent
  • Retention ? dissatisfied or very dissatisfied ? 70 percent

Eighteen percent o f the companies said HR delivered adequate proficiency in collaboration and knowledge sharing.

The bright spot: Thirty-three to 47 percent of companies expressed satisfaction in the level of HR services in workforce planning, performance

?Today?s changing business environment requires that business services organizations retool and radically change their mix of staff to improve their ability to directly impact on business performance,? said The Hackett Group Chief Research Officer Michel Janssen. ?Talent management is key, and business services can?t accomplish this without strong and effective support from HR.?

He did say management and HR must work harder to improvement their communication.

The study made more recommendations:

  • Business services must do a better job of defining and prioritizing the skills and characteristics that are truly essential for job candidates to have.
  • HR can also rely less heavily on external labor markets, and develop staff, as well as examine alternative approaches to recruiting, such as hiring less-experienced staff with development potential and permission-based recruiting.
  • ?Candidate relationship management is also a powerful emerging strategy for handling company interactions with applicants, candidates and current employees.

My sense: In view of The Hackett Group research, and the other two studies, it?s obvious that many HR professionals need training in process improvement, communication and leadership.

Protesters blockade Mexico's biggest TV station

MEXICO CITY (Reuters) - Thousands of protesters on Thursday blockaded the studios of Mexico's most popular TV network, accusing it of biased coverage of the July 1 presidential election.

Shouting "Tell the truth," the demonstrators, including students and union workers, stopped employees entering the offices of the Televisa studios in Mexico City although they allowed others to leave.

The protesters allege that Televisa supported Enrique Pena Nieto, who won the election by almost 7 percentage points over leftist Andres Manuel Lopez Obrador.

The protesters promised to continue the blockade for 24 hours.

Televisa, which carried on broadcasting as normal, argues that it covered the election fairly and gave all candidates time on prime-time news shows.

Televisa is the world's most popular Spanish language network and sells its soap operas around the globe.

Lopez Obrador has claimed that Pena Nieto paid Televisa for favorable coverage and bought votes. He has filed a legal challenge to the vote with an electoral tribunal, asking it to annul the ballot.

The tribunal has until September to rule on the accusations and officially declare Pena Nieto as president. It is widely expected to uphold the vote.

Basal cell carcinoma risk can be chronic

ScienceDaily (July 25, 2012) ? A new analysis of factors that predict basal cell carcinoma recurrence in high-risk people finds that for many people it's more of a chronic disease. High sun exposure before the age of 30 was a major predictor, as was a history of eczema.

Martin Weinstock and colleagues reported their findings online July 19 in the Journal of Investigative Dermatology.

In the powerful sunlight of July, newly published results from a large study of people at high risk for basal cell carcinoma support the emerging view of the nation's most common cancer as a chronic ailment that often repeatedly afflicts older people but for which the seeds may be planted in youth. The research also found a new association with eczema.

"Basal cell carcinoma is a chronic disease once people have had multiple instances of it, because they are always at risk of getting more," said Dr. Martin Weinstock, professor of dermatology in the Warren Alpert Medical School of Brown University, who practices at the Providence Veterans Affairs Medical Center. "It's not something at the moment we can cure. It's something that we need to monitor continually so that when these cancers crop up we can minimize the damage."

Dermatologists hold out hope for a medication that will help prevent recurrences of BCC. To test one such medicine, Weinstock chaired the six-site, six-year VA Topical Tretinoin Chemoprevential Trial, which last year found that the skin medication failed to prevent further instances of BCC in high-risk patients.

Weinstock is the corresponding author of the new study, published online July 19 in the Journal of Investigative Dermatology, which presents an analysis of the risk predictors of BCC recurrence found among the trial's population of 1,131 people, all of whom were veterans, 97 percent of whom were men, and whose median age was 72. On average, a participant had more than three episodes of BCC or squamous cell carcinoma before entering the study.

History, eczema, and early exposure

Overall, 44 percent of study participants developed new BCCs during the study period. The biggest predictor of another bout with BCC after three to four years of follow-up was a prior history of them. The 129 participants who had more than five BCCs in the five years before the study had a hazard rate ratio that was nearly four times as high as that of the 204 people who had none or one and more than twice as high that of the 200 people who had three.

Eczema was another predictor of BCC recurrence in the study's high-risk group. Participants who acknowledged a family history of the skin condition had a hazard rate ratio 1.54 times higher than people who did not, after statistical adjustments.

"We don't know why this is," Weinstock said. "The connection with eczema is something that's new, that needs to be further explored."

Age was another predictor, and not just in providing further confirmation that the risk people face increases with age. The study also showed that particularly intense sun exposure before the age of 30 was a strong a predictor of BCC occurrence among the high-risk study population, even though for most of them their 30s were decades ago.

"We talk about sun protection, which is important, but that's something for basal cell that's most important in your youth," Weinstock said. "While we don't exonerate UV exposure in one's 40s, 50s, and 60s, it was particularly UV exposure before the age of 30 that was most closely related to BCC in our study."

Awaiting a new trial

If limiting UV exposure is most crucial before the age of 30, what can doctors do for older people who may be headed for multiple bouts with BCC?

"Right now we have this wait and cut approach," he said. "We know these people are at high risk and we know that most of them are going to get more."

A better solution comes back to finding and testing preventive medication. Tretinoin didn't work, but Weinstock said he and his colleagues are testing another called 5-Fluorouracil. He said he is optimistic but has not yet seen the data from a trial that began about three years ago.

Robert Dyer of the Providence VA Medical Center and Brown University was the study's lead author. In addition to Dyer and Weinstock, other authors on the paper are Tobias Cohen, Amilcar Rizzo, Stephen Brigham and the VATTC Trial Group.

The U.S. Department of Veterans Affairs Co-operative Studies Program funded the research.
